Dog-Friendly Alabama: Beaches, Parks, Cities & Know-Before-You-Go Laws

For travelers, Alabama’s dog rules are a mix of statewide law and local ordinances. First, Alabama does not impose one universal statewide leash rule for every city and county. Instead, Ala. Code § 3-1-5 says owners must confine dogs to their premises, but that section does not apply inside cities or towns that require dog license tags, and in counties it applies only where adopted by the county commission. That means leash and at-large enforcement often depends on where you are staying.

Second, Alabama has statewide rabies rules. Under Alabama’s rabies control law in Title 3, Chapter 7A, dogs must be immunized against rabies, and local licensing systems may require proof of current vaccination. For example, the City of Mobile requires proof of current rabies vaccination to purchase an annual city dog license, with different fees for altered and unaltered dogs.

Third, Alabama’s dangerous-dog law is statewide. Emily’s Law, enacted in 2018, defines a dangerous dog without reference to breed, so Alabama does not have a statewide breed-specific ban. If a court declares a dog dangerous, the owner may have to meet strict conditions before keeping the dog, including microchipping, proof of current rabies vaccination, spay/neuter, a $100 annual dangerous-dog registration fee, a surety bond of at least $100,000, and a proper enclosure. When a declared dangerous dog is outside that enclosure, the owner must be present and the dog must be restrained with a secure collar and leash.

Fourth, outdoor dining with dogs is allowed in Alabama under state food-safety rules, but only under specific conditions and only in outdoor dining areas. Alabama Department of Public Health materials note that 2021 rule changes allow pet dogs in outdoor dining areas of food service establishments under certain conditions, and the food sanitation rules include provisions for pet dogs on patios. In practice, that means a restaurant may allow dogs on its patio, but it is not required to do so, and the establishment must comply with the state health rules.

Finally, local rules matter a lot. Montgomery’s animal ordinance says a dog is running at large if it is not confined, enclosed in a vehicle, or on a leash no longer than six feet. Mobile has its own licensing system and park rules requiring owners to remove dog waste. Along the coast, Gulf Shores prohibits pets on its public sand beaches, even though the broader destination remains pet-friendly in lodging, parks, and some outdoor spaces.
